ESD Testing of Powder Coating Formula

I need help from a US laboratory to perform electrostatic discharge (ESD) testing for a powder coating. The specs we were given to test are static charge buildup per SEMI Standard E43/E78. Charge build-up shall be <150 nC (300 V/in) in one hour. The second spec is a ground path test per ESD SP10.1-2000. Resistance to ground <1 ohm, safety ground = 0.1 ohm, EMC ground = 50 milliohm. I can supply copies of the above-listed specifications if needed.

We understand that this is not the correct tests to perform for a powder coating, as these are meant for the apparatus or machine and building. Our customer has provided this spec to meet for an ESD coating. I have three formulas to test: A control and 2 revised formulas. Please let me know what tests can be completed to meet these specs, what is needed from us (panel size and number) for testing, lead time and a cost for testing.
