Manufacture of Shellac in Controlled Environment.

I need a laboratory that has a PPQ 526 permit from the USDA, in order to import lac beetles (Kerria lacca) on my behalf. I would like to conduct an experiment keeping the beetles alive and producing shellac in captivity. I would need a climate-controlled room or enclosure, large enough to house several pumps that would circulate the feeding solution. I would also need a source of sap from the Ziziphus mauritiana tree as the feeding solution. I would need the ability to create different prototypes of machinery.
