Tattoo Sealing Solution Reformulation & Optimization

URGENT
Contract laboratory needed for tattoo sealing solution reformulation. Our current formulation is inconsistent and not user-friendly. We need help reformulating it as a spray and/or repackaging it in single-use sachets for quick and easy application and clean-up. We do have MSDS documentation of the current solution if that would help.
If this is something that you guys can do, please share what the process is like (what is needed from us, turnaround time, etc), what it would cost (roughly), and if recreating a brand new solution is something you guys can also help with.
