Contract Laboratory needed for for testing of plant based topical sanitizer product to ensure it meets safe and effective and intended for use on humans with the primary intent to limit or prevent infection are not subject to approval and licensing by HSA for importation, manufacture, and sales that it fulfils the scope of topical antiseptics and the criteria set out in the topical antiseptic guidelines.
